ENGINEERING AND CONSTRUCTION COMPANIES ASSOCIATION

(oil and power industries) 

Background

The Engineering and Construction Companies Association – Oil and Power Industries (ECCA-opi) is a professional, independent, non-profit and non-political institution. It was launched in 1999 on the initiative of six leading companies in engineering, procurement and constgruction (EPC) operating in the fields of oil, gas, petrochemical and energy. The Association has been established in accordance with the Ministry of Labor and Social Affair’s license and in compliance with Article 131 of the Labor and Social Security Law. To this date, over 70% of local and 90% of overseas operations of the Iranian companies in a wide variety of projects in engineering and construction of oil and energy industries have been carried out and performed by the members of this association. The operational turnover of the member companies exceeds the sum of USD 8 billion. The entire members of the Association operate under quality certificate systems in compliance with the globally accepted standards.In addition to engineering and consultancy, some members of the Association are also engaged in making investments in the construction and manufacturing insdustry.

Gaining access to an exalted and noble status in terms of engineering, procurement and construction in the oil, gas, petrochemical and energy sectors. 

Mission

Relying on the undeniable fact that there reside huge oil and natural gas reserves in Iran and the daily increasing need for the development and extension of gas and oil operations ranging from exploration to the supply of such products to markets and the urgency for the launching of pertinent downstream and upstream industries, the Association finds itself committed to facilitate frequent and non-stop qualitative and quantitative growth and development of engineering, procurement and construction of oil, gas, petrochemical and energy industries at various local, regional and international levels.

 Objectives

Expansion and development of engineering and construction works and operations through paying heed to team work. Restoration of the legal and legitimate demands and rights of the members.Facilitating export of technical and engineering services.Moving along the track towards self-sufficiency and domesticating engineering and production activities. Collection of data and information and conducting research about the impediments residing in the way and identification of needs and priorities. Encouraging establishment of cordial relationships and persuading deeper and more extensive cooperation between and among members for the purpose of facilitating utilization of capabilities and potentials of the member companies. Taking into practical use, modern and world class achievements and procedures in the fields of engineering and construction.Application of modern management systems, financing methods, legal and EPC knowledge in the execution of projects. Providing legal and technical consultations to the executive and legislative bodies and concerning plans and bills. Making proper coordination for the training and recruiting the man power required by the members.Interacting and establishing contacts with the institutions and bodies which have to do with the duties and performances of the Association. Promoting the technical knowledge and standards and propagating professional and job-related ethics among the members. Benefiting from the experiences of similar institutions in other world countries.

Members of the Association

The Association currently has 14 members, mainly EPC contractors. The members of the Association are in a position that allows them to handle specialized projects worth USD3.5 to 4 billion per annum while they currently have projects under-construction worth USD7.5 to 8 billion. The members of the Association have the highest share in the export of technical and engineering services. In addition to oil, gas, petrochemical and energy sectors, some of the members of the Association are engaged in other contractor-related activities and performances.  

 Terms of Membership

Only companies with 100% private ownership can apply for membership in the Association. The authorized share capital of the applicants should be no less than IR1,000,000,000., and whose under-construction projects should be worth over IR200,000,000,000. The applicants should be active EPC contractors.
